The mail-in ballot is causing the controversy that people thought it would. Only it turns out (forgive the pun) that it is leaving a king-size headache for the minority voters and especially the black community. Knowledge of the process is required to negotiate your way around an absentee ballot. Black and minority communities are not up to speed with the rules involved. As a result, find it hard to understand. There just isn’t the cultural background to deal with the cumbersome steps required to amend an incomplete ballot. For example, there is a requirement for affidavits with sworn and signed witnesses outside family members. Failure to provide this proof will keep your ballot pending. There are many other ways that requirements may keep that ballot pending too.
